In short, the bill would build all the highways/roadways listed on the map.

This enactment requires that all instruments governed by public international law, between Canada and other states or international organisations, are tabled in the House of Commons following their signature or adoption by other procedure and prior to Canada formally notifying that it is bound by the instrument. This enactment also requires the Minister of Foreign Affairs to submit an analysis of the impact of the international instrument on Canada’s national interests to the House of Commons. It also requires the Minister to consult the province if the instrument is related to matters within the legislative jurisdiction of the legislature of a province.



Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

This Act may be cited as the Highway Anti-SPOF Act of 2017

SPOF means a Single Point of Failure, and is used to represent areas of vital transportation linkage that have no logical and obvious alternative routing.

15 mins into watching a lets play and I think I've already figured out who the big bad is.

Let me add some words to help avoid 'spoilers' should I decide to post this to discord and weirdos consider a shot-in-the-dark-guess to be a "spoiler". Elections in-game

1 - The game will agree to a set of "Election Admins". This can be a subset of the Mods, all the Mods, or different people altogether. Ideally this would be around 5-10 people, and represent all parties. These admins would be responsible for setting the "Modifiers" and as such, should be trusted community members who can and will act in a mature non-partisan manner.



SHOULD THE GAME DECIDE IT WANTS VOTING WITH MODIFIERS:



2 - Create a Voters List; a registry of everyone who plays the game.
Your name must be on the voters list PRIOR TO THE WRIT DROP to vote. No excuses. This will discourage spamvertisments.

3 - Each voter would live in a particular region. They could move at will, but not during a writ period.

4 - At election time, voters will cast their ballots for their party of choice.

5 - Each election admin will get to cast 1 ballot in each region, however they see fit. They may vote for the same party in each region, or, for different parties based on their personal ideology. They may also vote only for the parties they feel did a good job in the election. How they vote is up to them.

6 - The total vote for each party will be adjusted by the total modifier.

7 - The Modifiers will be as such

A - Activity. Share of registered voters that posted in-game at least once* since the last election. *(this can be changed to 2 times, or 3 times etc, if the admins think that's a much better measure)

B - Commitment. Share of votes each party could have given in Parliament, compared to the share of votes actually cast. (IE who misses votes)

C - Debate. Each party would be graded on each debate based on how many members involved themselves in the debate. This would be compared to the share of elected members that party has. If for example 7 NDPers engage in debate on a bill, and 7 Tories do; but the NDP has 14 seats and the Tories only have 7, the Tories will be considered to have been twice as involved in debate. This itself should be adjusted based on the quality of the debate. Members who only stop in to say "Hear Hear" could be counted at half weight, while those who post longer and thought out statements could be counted as double. How quality is weighted will be up to the admins.

D - Legislation. Not only will the number of bills passed count as a modifier, but the quality will as well. Again, exactly *how* this is all weighted will be up to the admins.

E - Overall Quality. This one is entirely subjective.

7 Cont - Each of the above would be equally weighted. Lets say that 22% of registered NDP voters are active, the NDP would then get "22" for this. If they missed 12% of votes, they'd get an "88". In debate maybe they get a "69" given how many people only post "hear hear" comments, however they end up with a "100" for getting the most legislation passed, and a "100" on quality as the entire admin team feels the NDP did an excellent job last term. The number should never go above 100, however, the admin team may decide to grade on a scale where the top party gets 100 and the bottom party gets 0, but it is highly recommended you do not allow one party to have 100 and another have under 50.

Their total modifier would then be "379". Lets assume the Liberal modifier in the election is "241", the Tories "332" the Socialists "283" and the Libertarians "309". As you can see this system will cluster these rankings to ensure one party does not get an insane amount of support.

You would then multiply the real vote result in each region by the modifier. So 17 NDP votes would become 6,443 while 20 Liberal votes would become 4,820. The final step is to total all the votes in an area, then present it as a realistic sounding share of the vote that this region would actually return in a real election. Lets pretend the total votes cast is 69, and this is Ontario; the NDP might thus be presented as having won 1,242,920 votes, compared to the Liberals at 929,826. Note that both the modified vote total and the 'end' vote total have the Liberals on 74.8% of the number of votes the NDP got, but the 'end' vote totals look more 'realistic'




SHOULD THE GAME DECIDE IT WANTS FULL SIMULATED ELECTIONS:

2 - Each election admin will state to the other election admins which party/person they feel should win each seat and why. They may use any means they wish to determine this, but are heavily encouraged to reward activity. The aggregate vote of all admins is then combined to produce a (hopefully) consensus based list of winners in each region; and from that list the narrative of the election is determined.

Activity counts, MP absences, Quality of legislation shall be published - but this is an accountability member. None of these numbers need to be used in determining the election result whatsoever. The accountability to be fair will be on the shoulders of each admin, and these admins may be removed by the community if they feel that they are not being fair.

fun game

This game is set in the year 3784, or at least, that's when it starts.

Some calamity has come over the world over the past 1800 years. It is not nuclear war, at least, as far as contemporary scientists can tell, due to the lack of widespread radiation. History does mention the world collapsed after the invention of "computers", but nobody is quite sure what those are, however, etymologists teach us a "computer" was some kind of monster or killing machine. What is known is that a major war erupted and lasted for centuries, with most humans being killed, but the enemy eventually being wiped out as well.


This game/story is set in the Empire of America. The past 40 years have been filled with trouble. Emperor Harry ruled from 3746 to 3768, followed by Emperor Lincoln to 3789. Sheldon ruled for a few months before being replaced with Shane, who rules until 3820, or, at least he does in the official story. You can change that!

One of the characters you can play is descended from Emperor Garth, who ruled from 3394-3405.

DST

Daylight Savings Time is a concept meaning being one hour off from your proper time zone.

DST does not mean switching the clock.

Long term goals for this game

1 - Stick with the game. It seems fun.
I'm really enjoying these people, more than hellchannel even.

2 - Find out what election program is used.
If it's similar to anything I've used before, convince the guy running it that he does not want to run it any more, and that he should let me do it.

3 - Become a Senator.
I've always wanted to be a Senator; but if you can't do it in real life, do it in a game instead!

4 - Revive the old game
None of the old crew wanted to join, but the joke's on them. They want to revive nostalgia, that's not how reality works. While they sit on their high horses, I'll be down here in the trenches.

5 - Become min
Dunno what min. Clerk sounds like it could be fun. Something where I get to organize numbers, follow procedure others would consider boring, and encourage others to follow said procedures.

6 - Do that. Lots.
Permanent Senator Clerk Electionmin would be hella fun. For me anyway.

THIS BILL IS DIVIDED IN TO THREE PARTS

PART ONE

1 - that we re-organize the country into Real Ridings (RR), Game Ridings (GR), and Voter Regions (VR)

2 - That all RR are based on ridings in the real world

3 - That GR are, roughly, 8 RR in size. but can be as small as 1 or as large as 15 as and when needed

4 - That all members are elected to represent VR, and are then assigned, or, may choose, a GR that is within that VR.


(this simply codifies the way things are currently done, there's no reason to reject this part really. The actual names and acronyms can be changed.)



PART TWO

1 - All new players must sign up to a VR

2 - Nobody can change VRs during a writ period.

3 - Outside of a writ period, voters may change VRs at will

4 - A writ period is the period when the election is taking place.


(this part puts some limits on moving between VRs. You can reject this part without rejecting part 1, or Part 3)



PART THREE

1 - Given the imbalance in the current system, GR are added to the existing VR.

2 - All existing GR in the Atlantic are grandfathered. The number of GR in both the North and Prairies are grandfathered, though boundaries may be changed.

3 - Changes. The VRs of North Eastern Ontario, South Western Ontario, and the Greater Toronto area are abolished.
4A - The Rest of Ontario is created, and will have 5 MPs.
4B - Toronto is created and will have 3 MPs
4C - Golden Horseshoe is created and will have 5 MPs

(this part changes the number of MPs elected in parts of Ontario, as it changes some of the VRs, in Ontario. You can reject this part without rejecting part 1, or Part 2. I will simply make different maps!)
